SimCity's 2013 reboot was a big deal for city-builder fans. After a decade-long hiatus, Maxis Emeryville returned to the franchise with a new simulation engine, an always-online multiplayer layer, and a visual style that leaned into tilt-shift miniature aesthetics. Before launch, SimGoodie covered the game's announced feature set in detail. Here is what players were told to expect, organized by the game's core pillars.

The basics

SimCity (2013) was developed by Maxis Emeryville and published by Electronic Arts for Windows and OS X. It carried a PEGI 12+ age rating and shipped on DVD. The pitch was straightforward: build a city, watch it grow or collapse based on your decisions, and connect your city to a larger multiplayer region.

EA marketed the game as offering a creative, moldable world with a fun touch interface for placing roads, zoning, and managing utilities. You could click and drag to draw roads, zone residential, commercial, or industrial areas, and watch Sims construct buildings before moving in. Placing a power plant would visibly light up homes and businesses. The idea was that everything you did had a direct, observable consequence in the world.

GlassBox simulation engine

The headline technology behind the 2013 SimCity was GlassBox, a simulation engine Maxis described as powering every individual Sim, vehicle, and resource flow in the city. The tagline was "what you see is what we simulate." Every car on the road had a destination. Sims went to work, purchased goods, consumed resources, and returned home (unless they were homeless). Water moved through pipes. Fire spread within a realistic radius. Traffic followed authentic patterns.

GlassBox was designed to handle simulation at the city level and balance multiple city simulations at once within a region. This was the engine that enabled multiplayer regions to function, since each player's city fed data to adjacent cities and to the global market.

The game also introduced data visualization layers that replaced traditional charts and spreadsheets. You could click on an electricity layer to see how power was distributed, open a water layer to find ideal placement for a water tower, or view a crime overlay to identify trouble spots and respond with a police station. Maxis presented this as an intuitive way to diagnose problems and act on them in real time.

Urban planning and the consequences of neglect

SimCity's design revolved around trade-offs. Every infrastructure choice carried risk, and the pre-launch materials spelled out several specific scenarios to illustrate this.

Traffic management was critical. Factories would not open on time if Sims could not reach work because of congested roads. That meant your industrial output and tax revenue depended on thoughtful road layout and capacity planning, not just plopping buildings wherever they fit.

Fire safety worked similarly. Without enough fire stations, a single meaningless spark could burn your entire city to the ground. The game treated fire coverage as a spatial problem: you needed stations positioned to respond quickly across the whole map.

Policing followed the same logic. Without a strong police presence, neighborhoods could devolve into slum areas full of unhappy Sims. And power generation demanded a moral calculation: dirty coal and oil plants were cheap and effective, while green alternatives like wind, solar, and advanced nuclear reduced pollution but cost more and risked unemployment if taxes rose too high to support them.

There was also a broader financial warning built into the system. Running too many public services at once could drain your treasury entirely, leaving you unable to respond to emergencies or invest in growth. The game expected players to balance ambition against budget reality.

Customizable buildings and the module system

Buildings in SimCity were not static plops. Each structure could be upgraded with modules that expanded its function. Place a health clinic and you could add extra treatment rooms to handle more patients, plus an ambulance bay to extend coverage range. Upgrade a fire station with an additional garage for more trucks, or attach a fire headquarters module that enabled sending fire vehicles to neighboring cities in the region.

Police stations, dormitories, and other civic buildings followed the same principle. The more successful your city became, the more modules and structures you opened. This progression system tied gameplay rewards to city performance: hit certain population, education, or revenue thresholds and new options appeared.

Multiplayer regions and SimCity World

The multiplayer layer was the most ambitious (and ultimately controversial) part of the 2013 reboot. Cities existed within larger regions. You could control one or several cities in an open region, play in a private region shared with friends, or manage a personal solo region. Every city within a region affected its neighbors, so your decisions rippled outward.

You could be a helpful neighbor, sending police and fire resources to cities in crisis. Or you could specialize in heavy industry, watch pollution drift into surrounding towns, and let your neighbors deal with the health consequences.

SimCity World was the online service layer that tied everything together. It included a city log with updates and recommendations based on your friends' activity, global leaderboards, a resource marketplace with simulated supply and demand (prices fluctuated based on all players' activity), and global challenges that awarded exclusive opens.

Great Works and the super-region

The largest cooperative projects in SimCity were called Great Works. These were massive construction efforts that required enormous amounts of workers, materials, and money. Options included building a nuclear reactor, constructing an international airport, assembling a solar farm, or launching a space shuttle.

The key design idea was that multiple cities in a region could contribute resources toward a single Great Work, easing the burden on any individual player. A completed solar farm could deliver large quantities of clean energy to the entire region. The goal was for players to work together and build Great Works to create a super-region, a cluster of cooperating cities that functioned as something greater than the sum of their parts.

City specialization

Specialization was SimCity's answer to replayability. Rather than building the same balanced city every time, you could invest heavily in a single industry or theme and watch the entire city transform around that choice.

Build a coal mine and refineries and factories would spring up in your industrial district. Build a casino and surrounding homes would convert into luxury apartments while the commercial district filled with nightclubs and tourist hotels. Specialize in education and your city could be packed with libraries, colleges, and universities. Each path had trade-offs: educated Sims opened new technologies for the region, but universities were expensive to maintain; casinos brought tourism revenue and Simoleons, but also attracted crime.

Specialization also fed into the regional economy. As mayor of a city focused on coal and oil production, you could choose to sell electricity to neighboring cities, trade on the global market, or hoard resources for your own use. These decisions influenced global resource prices and shaped your standing on leaderboards. Pollution from your industrial output could also spread to neighbors, making specialization a regional diplomatic issue as much as a local one.

What this guide captured

SimGoodie's original 2012 coverage painted a picture of a SimCity that aimed to be both accessible and deeply systemic. The GlassBox engine promised transparency, the multiplayer regions promised social stakes, and city specialization promised variety. Whether Maxis delivered on all of these promises at launch (and in the rocky weeks that followed) is another story. But as a snapshot of what the city-builder community was anticipating in early 2012, this guide captures the scope of Maxis's ambition for the franchise's return.
